FCC bidders selling idle frequency bands may need to provide free Internet access
On May 30th, the US Federal Communications Commission (FCC) planned to auction some of the idle wireless spectrum, but its bid may well contain conditions that require the successful bidder to provide free wireless Internet services.
According to foreign media reports, the FCC will hold a meeting on June 12 to vote on whether to include free wireless Internet access in the spectrum auction documents. The same proposal made last year was eventually rejected by the FCC.
"I hope people will have more interest in this proposal because it will enable more Americans to enjoy wireless broadband services. I believe this is the result everyone wants to see." FCC spokesman Rob Kenny said.
Kenny said he does not yet know the exact time of the spectrum auction, and the details of the auction have not yet been worked out. However, he said that the successful bidder of this spectrum auction must fulfill the promise that its network will cover half of the people in the United States four years after the license is obtained, and it will cover the entire United States 10 years later.
According to the above plan, the successful bidder will use a small part of the obtained spectrum to provide free Internet access, which will benefit millions of mobile phone and notebook users in the United States. However, industry professionals are not optimistic about this plan. Jessica Zuffello, a telecommunications analyst at market research firm Medley Global Advisors, called the plan "risk."
She said: "Although the public's enthusiasm for this has not diminished, and the plan may also meet some of the public policy goals of Congress and the FCC, from a business perspective, the realization of this plan faces great difficulties."
Two years ago, wireless network startup M2Z Networks said that it requested the FCC to allow it to use some of the idle frequency bands, but it launched free wireless broadband Internet services nationwide. In return, M2Z Networks promised to hand over 5% of the advertising revenue from the wireless network to the FCC. The FCC rejected this proposal because the practice of giving spectrum to one operator without auction procedures harmed the rights of other operators.
Supporters believe that the plan can further expand the competition in the wireless Internet market, which is currently dominated by established operators such as AT & T and Verizon Wireless.
Wireless operators responded coolly. The largest organization in the industry, the United States Wireless Communications and Internet Association (CTIA), believes that the auction frequency band has additional free requirements, which is too harsh. The organization issued a statement saying that CTIA supports flexible rules that allow all entities to participate in auctions
