First, the opening of the standard
1. Bid opening time: at the same time as the deadline for submitting bid documents as specified in the bidding documents.
Bid Opening Location: The location specified in the bidding documents.
2. Bidding. The bidder shall not accept the bidding documents for the deadline for submitting the bid documents as specified in the bidding documents, the late delivery or non-delivery to the designated place and the bid documents not sealed as required by the bidding documents.
3. Confirmation of the bidder's identity and relevant information. After the deadline for bidding, the notary public commissioned by the tenderee or the tenderee confirms the identity of the bidder. 4. The moderator (tender or bidding agent) announces the start of the bid opening meeting.

6. Supervisors announced the opening ceremony of the venue:

According to the bid opening procedure of the bidding documents specified in the bidding documents, the bidding documents of the bidders shall be opened in turn according to the order of the bidders displayed on the projection screen. Second, the evaluation
(1) The evaluation work shall be carried out at the place specified in the bidding documents. Before the bid evaluation, the supervisors shall read out the rights, obligations and bid evaluation disciplines of the bid evaluation experts according to the relevant provisions of the Pujiang County Construction Engineering Bid Evaluation Experts' Code of Practice;
(2) Standard evaluation
1. The bid invitation document and the bid evaluation form shall be issued by the tenderee or the bidding agent to the bid evaluation expert;
2. The bid evaluation experts are familiar with the research bidding documents, understand the project overview, main technical requirements, business terms and the evaluation criteria and methods of the project;
3. The tenderee provides the bid evaluation experts with the information and data required for the bid evaluation and the bid documents of each bidder.
(III) Initial review
1. The bid evaluation expert checks the validity of all bid documents according to the requirements of the bidding documents;
2. According to the provisions of the bidding documents, and review all the bidding deviations of the bidding documents item by item, which are subject to major deviations, which are not substantively responded to the bidding documents and shall be treated as scrapping standards; if it is a minor deviation, the bid evaluation committee shall require the bidders to evaluate Corrected in writing before the end of the bid;
3. The bidder is required to make necessary clarifications and explanations on the contents of the bidding documents that are not clear in meaning, which are inconsistent in the expression of similar problems or have obvious words or calculation errors; if the bidder's bid price is found to be significantly lower, it may be lower than For the cost of the enterprise, the bidder is required to make a written explanation and provide relevant supporting materials;
4. According to the above review procedure, the bid evaluation committee lists the unqualified bid documents and determines the qualified bid documents.
(4) Detailed review
1. The lowest bid price method reviewed
(1) If the bidding documents stipulate the conformity review of the technical targets, the bid evaluation committee shall first review the bidder's technical standards, and the bidding documents that meet the conformity examination can enter the business review;
(2) The bid evaluation committee reviews the business marks of the lowest three bidders in the valid bid price, and determines the final bid price;
(3) Determine the winning bidder according to the assessed minimum bid price method stipulated in the bidding documents.
2. Comprehensive evaluation method
(1) The bid evaluation committee shall review the technical bids of the valid bidders, and review the scores of the technical credits according to the scoring standards and methods specified in the bidding documents;
(2) The bid evaluation committee calculates the upper and lower limits of the bid according to the bid evaluation method, and determines the valid bid price;
(3) The bid evaluation committee shall make the necessary price adjustment for the effective bid price according to the price adjustment method and standard (if any) stipulated in the bidding documents, and review the final bid price;
(4) Judging the scores of the business bids of each bidder according to the criteria and methods of business bidding specified in the bidding documents;
(5) Adding the technical credits of the bidders and the scores of the business targets, and calculating the comprehensive scores of each bidder.
(V) Submitting the bid evaluation report All members of the bid evaluation committee shall prepare and sign a written evaluation report on the spot, and recommend 1-3 successful candidates according to the score from high to low.
3. The moderator (tender or bidding agency) announces the results of the bid evaluation. The legal representative of the bidder or his authorized representative or supervisor shall sign and confirm the bid opening record;
5. The notarization of the notary public and the bid evaluation activities;
6. The moderator (tender or bidding agency) introduces the summary of the winning bidder, the return of the bid bond, the handling of the bid-winning notice, and the signing of the contract;
7. The moderator (tender or bidding agency) announces the conclusion of the opening of the meeting.
