2, the scope of tender:

2.1 Completion and settlement audit of the pivotal project. Two standard packages are issued for the contract, including: a diversion tunnel project, a civil engineering and electromechanical installation project for the power station and the right bank group, a diversion tunnel (No. 2 spillway tunnel) safety monitoring project, and a power station The total project price is approximately 421 million yuan. The second standard consists of the construction and operation of natural gravel processing systems and concrete production systems, dam projects, and pre-entry construction road works. The first phase of the Wujiang landslide control pressure slope (foot) project and the first phase of the Wujiang landslide control drainage and traffic tunnel project and other components, the total project price of about 321 million yuan. The tender will choose to take two project cost consulting agencies.

2.2 Follow-up Auditing of Follow-up Supporting Projects The tenderer will designate a certain cost-consulting agency to provide certain consulting services for a project based on actual needs and considering the audit quality of the two project cost consulting agencies in the preliminary project completion settlement audit process.

3. Service period: tentatively set for 3 years. It will be determined at the signing of the contract according to the specific requirements of the tenderer.

4, quality requirements:

4.1 In accordance with the "Quality Standards for Construction Project Cost Consultation Outcome Document" (CECA/GC7-2012), the preparation method and the preparation depth of the completed settlement audit result document shall comply with the relevant provisions of the "CECA/GC3" Regulations for the Settlement of Construction Projects. Quality assessment is qualified, and under the same caliber, the combined error rate of the same result file, completion settlement audit result and government audit department audit result should be less than 3%.

4.2 The quality of other consulting services designated by the consigner shall be governed by the corresponding provisions of the "Construction Project Cost Advisory Quality Documents" (CECA/GC7-2012).

Second, the service content

1. Completion and settlement audit: Provide consulting services in accordance with the “Construction Project Engineering Settlement Auditing Regulations” (CECA/GC3-2007) specified by China Construction Engineering Cost Management Association.

2. Project follow-up audit: According to the actual needs of the project, the mid-term payment will be audited periodically every quarter.

Third, bidder qualification requirements

1. The bidder must be registered in the territory of the People's Republic of China and have independent legal personality and obtain a business license according to law. The business license is valid for a period of time.

2. The bidder must have the Class A qualification for project cost consultation issued by the construction administrative department.

3. The bidder has completed the water conservancy project cost consulting service project with a project cost of more than 60 million yuan in the past three years (referring from September 2013 to September 2016, based on the date of signing the contract).

4, the project leader must have registered in the Company's qualification certificate national registered cost engineer, and served as individual audit project cost amounting to more than 60 million yuan in water conservancy project cost consulting services in charge.

5. The bidder is a provincial company and must have a branch or subsidiary registered in Hunan Province for more than five years.

6, the project does not accept the Commonwealth bid.
