In recent years, Hon Hai Group has made significant efforts to establish a stronger presence in the Indian market. Notably, Chairman Guo Taiming personally visited India and announced a $5 billion investment plan in August 2015, aiming to set up large manufacturing facilities in Maharashtra, western India. The project was expected to create 50,000 jobs over the next five years. However, after two years of stalled negotiations, the plan has been left unfulfilled, leading to frustration among local Indian officials.

Maharashtra’s Industry Minister, Subhash Desai, expressed disappointment, stating that the state should move on from Foxconn as quickly as possible. While he admitted that if Hon Hai fails to invest, it would be a letdown for the media, he emphasized that the state still has other foreign direct investment opportunities to pursue.

When the investment was first announced, there was hope that Hon Hai might help Apple manufacture iPhones in India. However, this shifted when Wistron, another Taiwanese manufacturer, took over the production of the iPhone SE near Bengaluru. Despite these efforts, the iPhone's market penetration in India has remained low, with an estimated market share of only 2.5%. This is far behind domestic Chinese brands, and even the first retail store has faced repeated delays.

Some analysts suggest that Hon Hai’s acquisition of Sharp in Japan may have diverted its focus from India. After integrating Sharp into its group, Hon Hai increased its investments in LCD panels and TVs. In addition to a $9 billion project in Guangzhou, it also announced a major investment in Wisconsin, USA, for panel and TV production.

In February this year, Indian Finance Minister Arun Jaitley announced a rise in smartphone import tariffs as part of the upcoming budget. The increase, from 15% to 20%, aims to boost the “Made in India” initiative. Additionally, import duties on specific components and accessories have also risen, further encouraging local manufacturing.

According to industry sources, formal negotiations between Hon Hai and the Indian government over the past two and a half years have not produced results. It’s fair to say that the original investment plan has effectively been abandoned. Key challenges include land acquisition, labor laws, border disputes, and environmental concerns. Meanwhile, Fuzhikang, a subsidiary of Hon Hai, already operates a foundry in India, producing smartphones for clients like Xiaomi, and plans to add a third facility in the future.
