Construction Scale: The total building area is 243,055 square meters, including residential construction of 176,899 square meters, commercial space of 5,477 square meters, public facilities of 4,384 square meters, non-volumetric insulation areas of 92 square meters, and underground parking and equipment areas of 56,203 square meters (based on the plan drawings).

Project Scope: Includes commercial and property units such as 5#, 8#, 9#, 10#, 11#, 14#, 15#, 16#, 17#, 18#, 19#, community changes 3#, 5#, 6#, Basement (East), 1#, 2#, 3#, 4#, 6#, 7#, 12#, 13#, 20# commercial spaces, 21# public buildings, and residential area changes 1#, 2#, 4#, Basement (West).

III. Additional Registration Conditions

1. This tender does not accept Commonwealth bids; only online registration is accepted.

2. Bidders must meet the following requirements:

(1) Must hold a qualification certificate for construction project quality inspection agencies issued by the construction administrative department, with special foundation inspection capabilities, including static load testing and low-strain pile capacity testing.

(2) Must have a CMA certificate for measurement certification issued by provincial or higher technical supervision departments, covering foundation piles.

(3) The project leader must hold a job qualification certificate for construction project quality inspection personnel issued by provincial or higher construction administrative departments, with a senior engineer title. They must be registered in the bid office's 5.0 database.

(4) Foreign inspection organizations must complete credit registration at the Municipal Construction Management Center, with scope matching the tender content.

3. The bid security is 20,000 yuan per unit. It must be transferred from the bidder’s basic account to the Changzhou City Construction Engineering Management Center’s bidding security account before the deadline. The account name is "Changbei Xinbei District Construction Engineering Management Center", bank is Agricultural Bank of China Xinbei Sub-branch, and the account number will be provided. First-time bidders must bring original account opening permits and copies (with official seal) to the Changzhou Xinbei District People's Defense Building 108. Bidders should consider transfer time to ensure the deposit reaches the account and a receipt is obtained before submission. Annual margin users must follow the requirements of Chang Jian [2012] No. 211.

IV. Qualification Review Information

4.1 Original Documents Required for Qualification Review:

(1) Application form for Changzhou Construction Project bid (see Attachment 1)

(2) Bid security receipt

(3) Identity certificate of legal representative, power of attorney, ID card of the trustee, and project manager's ID card

(4) Trustee and project manager must provide original social insurance payment certificates from the social security institution, covering September–November 2017

(5) Foreign testing organizations must submit the “Regional Inspection Unit Credit Management Registration Form” for Changzhou

4.2 Online Qualification Review Documents:

(1) Business license (copy)

(2) Qualification certificate for construction project quality inspection organization (copy)

(3) CMA certificate (copy) issued by provincial or higher quality and technical supervision bureau

(4) Project leader's inspection engineer job certificate and title certificate

Special Notice:

1. All documents under section 4.1 must be originals.

2. Both sections 4.1 and 4.2 require two sets of valid copies, bound in order and stamped with official seals on each page.

3. Except for original IDs, legal representative identity documents, power of attorney, and bid security receipt, all other documents must be sealed in a bag with the project name, company name, company stamp, and legal representative seal. No supplementary information will be accepted.

4. The legal representative cannot delegate authority to handle bidding matters.

5. If required information is incomplete or not submitted within the deadline, the bid will be rejected.

6. Qualifications for section 4.2 are based on data entered into the “Changzhou Construction Project Electronic Tendering System” and “Enterprise Integrity Database.” Failure to meet the entry requirements will result in disqualification.

V. Legal Representative and Project Manager Attendance

The legal representative (or authorized agent) and the project manager must present their second-generation ID cards and corporate encryption keys at the bid opening site and sign in before the deadline. They must also submit the legal representative’s identity certificate, power of attorney, and original ID card to verify their presence. If remote decryption is needed, a written application must be submitted before the deadline. Failure to comply will result in invalid bids.
