Prequalification of EPC Design and Construction General Contracting Qualification of the Second Phase of the Wastewater Treatment Plant Phase II of Shangzhou Village, Shangluo City, Shangluo City

The Shangluo Shangcun Sewage Treatment Plant project in Shangzhou District, Shangluo City, has been officially approved by the Development and Reform Bureau of Shangzhou District with the document number Shangzhou Development and Reform (2015) No. 342. The funding for the construction will be sourced from the central budget and local government support in a 6:4 ratio. The tendering entity is the Project Management Office of the Yuecun Wastewater Treatment Plant in Shangzhou District, Shangluo City. The project has now fulfilled all the necessary conditions for bidding. An open invitation is extended to qualified bidders who are interested in participating in the EPC general contracting tender.

2. Project Overview and Scope of Tender

2.1 Location: Shangzhou District, Shangluo City

2.2 Project Scale: The existing Yuecun Wastewater Treatment Plant in Shangzhou District has a treatment capacity of 2,000 m³/day, with some equipment capable of handling up to 10,000 m³/day. This project aims to increase the treatment capacity by an additional 8,000 m³/day, resulting in a total capacity of 10,000 m³/day.

2.3 Planned Duration: The project is expected to be completed within 180 calendar days.

2.4 Scope of Bidding: The scope includes preliminary design, construction drawing design, procurement of equipment, and construction within the project's construction area. It also covers the completion of project acceptance, defect rectification during the warranty period, and maintenance work. Additionally, bidders are required to manage relevant coordination tasks throughout the project lifecycle.

3. Qualification Requirements for Bidders

3.1 The bidder must be an independent legal entity with valid business registration.

3.2 The bidder must hold a Grade B or higher qualification in environmental engineering design (water pollution control projects) issued by the national construction administrative authority, as well as a professional construction qualification for environmental protection engineering. They must also possess an effective safety production assessment certificate and be authorized to undertake projects within the scope of their qualifications.

3.3 The proposed design leader must have a mid-level or higher professional title in water supply and drainage or environmental engineering. The project manager must be a registered construction engineer at grade 2 or above, specializing in municipal public works or construction projects, and must have a valid safety production assessment certificate.

3.4 The pre-qualification process does not accept applications from consortiums.

4. Acquisition of Pre-Qualification Documents

4.1 Interested bidders may obtain the pre-qualification documents from December 13th, 2017, to December 17th, 2017, between 9:30 AM and 2:00 PM. Please note that the office is closed on holidays.
