Construction Scale: The total building area is 243,055 square meters, which includes residential construction of 176,899 square meters, commercial buildings of 5,477 square meters, public supporting facilities of 4,384 square meters, non-volumeable above-ground insulation layer of 92 square meters, and underground parking and equipment areas totaling 56,203 square meters (based on the plan drawing).

1. Construction of Pile Foundation for Safe Harbor Project in Konggang District: 243,414.17 m², 150 RMB 10,000. The bidder must have a qualification certificate issued by the construction administrative department. The project leader must hold a testing and inspection engineer certificate from the provincial or higher-level construction authority and be a Senior Engineer.

IV. Additional Registration Conditions

1. This tender does not accept Commonwealth bids; only online registration is accepted.

2. Bidders must meet the following requirements:

(1) Must possess a construction project quality inspection agency qualification certificate, including foundation pile special inspection (including static load testing and low-strain testing of single pile bearing capacity).

(2) Must have a CMA measurement certification certificate issued by the provincial or higher-level technical supervision department, covering foundation piles.

(3) The project leader must hold a job qualification certificate for construction project quality inspection personnel issued by the provincial or higher-level construction authority and have a senior engineer title. The project leader must be registered in the bid office's 5.0 database (URL: http://...).

(4) Foreign inspection organizations must complete credit registration at the Municipal Construction Management Center, with the scope matching the tender content.

3. Bid security is 20,000 yuan per unit. It must be transferred from the bidder’s basic account to the Changzhou City Construction Engineering Management Center’s bid security account before the deadline. 5.1 Required Original Documents for Qualification Review:

(3) Identity certificate of the legal representative, power of attorney, identity card of the agent, and the person in charge of the project

(4) Social insurance payment proof for the agent and project leader (issued by social security institution, valid for September–November 2017)

(5) Foreign testing organizations must provide the "Regional Inspection Unit Credit Management Registration Form" for Changzhou

5.2 Online Qualification Review Documents:

(1) Business license (copy)

(2) Qualification certificate for construction project quality inspection organization (copy)

(3) CMA certificate (copy) issued by provincial or higher-level quality and technical supervision bureau

(4) Job certificate and title certificate of the project leader (testing engineer)

Special Reminder:

1. All documents listed in 5.1 must be original.

2. Documents required in 5.1 and 5.2 must be provided in two sets of valid copies, bound in order and stamped with official seals on each page.

3. Except for original ID cards, legal representative’s ID, authorized agent’s ID, and bid security receipt, all other documents must be sealed in a bag with the company seal and marked with the project name, full company name, and company seal. No supplementary information will be accepted.

4. The legal representative cannot authorize an agent to handle bidding matters.

5. If necessary documents are incomplete or not submitted on time, the qualification review will fail.

6. Qualifications in 5.2 are based on data entered into the “Changzhou Construction Project Electronic Tendering System” and “Enterprise Integrity Database.” Failure to enter data as required will result in disqualification.

6. The legal representative (or authorized agent) and project leader must bring their second-generation ID cards and corporate encryption keys to the bid opening site, sign before the deadline, and follow the tender procedure. They must present the legal representative’s ID, power of attorney, and ID card to verify presence. If remote decryption is needed, a written application must be submitted before the deadline. Failure to comply will result in invalid bids.

7. Announcement Period: From December 13, 2017 to December 18, 2017
