1. Tender Conditions
The Shangluo Shangcun Sewage Treatment Plant project in Shangzhou District, Shangluo City, has been officially approved by the Development and Reform Bureau of Shangzhou District with the document number Shangzhou Development and Reform (2015) No. 342. The construction funding will be sourced from both the central budget and local government support, with a ratio of 6:4. The tendering entity is the Project Management Office of the Yuecun Wastewater Treatment Plant in Shangzhou District, Shangluo City. The project has now met all the necessary conditions for tendering. An EPC general contracting bid is currently open, and interested bidders are invited to submit their proposals.
2. Project Overview and Scope of Tender
2.1 Construction Site: Shangzhou District, Shangluo City
2.2 Project Scale: The Yuecun District Sewage Treatment Plant in Shangzhou District, Shangluo City, originally has a treatment capacity of 2,000 m³/day, with some equipment capable of handling up to 10,000 m³/day. This project will add an additional 8,000 m³/day of sewage treatment capacity, bringing the total to 10,000 m³/day.
2.3 Planned Duration: 180 calendar days
2.4 Scope of Bidding: The bidding scope includes preliminary design, construction drawing design, equipment procurement, and construction within the project’s construction area. It also covers project completion acceptance, warranty period defect repair, and maintenance work. Additionally, bidders must undertake relevant coordination tasks throughout the process.
3. Qualification Requirements for Bidders
3.1 The bidder must be a legally registered entity with independent legal status.
3.2 The bidder must hold a Grade B or higher engineering design qualification in environmental engineering (water pollution prevention and control projects) and a professional construction qualification for environmental protection engineering issued by the national construction administrative department. They must also possess an effective safety production assessment certificate and be authorized to conduct corresponding general contracting work within the scope of their qualifications.
3.3 The proposed design supervisor must have a professional title in water supply and drainage or environmental engineering at the intermediate level or above. The project manager must be a registered construction engineer of grade 2 or higher (specializing in municipal public works or construction projects) and must hold an effective safety production assessment certificate.
3.4 This pre-qualification does not accept applications from consortiums.
4. Acquisition of Pre-qualification Documents
4.1 Interested bidders may obtain the pre-qualification documents from December 13, 2017, to December 17, 2017 (from 9:30 AM to 4:00 PM, excluding holidays).
